Neal grew up and was educated in the Winfield area schools. he graduated from Knoch High School in 1970 and is also a graduate of Edinboro State College. At the time of his engagement to Pamela, he was employed by Sperry-Univac Computer Systems. Later Neal took a position with Lockheed, moving to California. he was transferred to Atlanta, Georgia for about 7 years and transferred back to California.
